Over the past 15 years, advancements in modern communications technology have created the need for a more advanced system to access emergency care. The California 9-1-1 Emergency Communications Office (9-1-1 Office) has provided coordination and direction to ensure that the people of this state enjoy the best E9-1-1 call processing functionality in the nation.
While the existing 9-1-1 system has been a success story for more than 30 years, it has been stretched to its limit in the present environment. Unfortunately, it was never envisioned that the current 9-1-1 system would receive calls and data from these new and emerging technologies. As a result, through cumbersome adaptations, the E9-1-1 system is being tasked to perform functions it was not designed to handle.
Recognizing the current limitations of the network, the 9-1-1 Office has begun the process of evaluating requirements and developing a strategy for implementing the "Next Generation" network for E9-1-1 (NG9-1-1). This new strategy will have significant impacts on all phases of E9-1-1 including network, database, and CPE for all PSAPs in California. It is an enormous undertaking that will take time to plan, develop, and implement.
While it is important to examine how technology affects E9-1-1 today, it is equally important to understand the operational expectations and impacts to California PSAPs. To help understand PSAP issues and concerns, the 9-1-1 Office will conduct PSAP surveys to solicit input and comments, and will continue to provide ongoing NG9-1-1 status through the State website and through organizations such as CalNENA.
As more definition and understanding is gained, the 9-1-1 Office will begin formulating a strategy and begin the process of identifying low risk/high benefit projects that can demonstrate NG9-1-1 functionality. These projects will further define and help structure a plan that can then be used as a state-wide strategy for NG9-1-1 implementation.

The 9-1-1 Office submitted this request for information to gain comments from vendors interested in providing Enhanced 9-1-1 (E9-1-1) database and network services in California. The 9-1-1 Office intends to solidify the requirements in the NGEN Database Specification to obtain multiple vendor responses for the formal RFP.
